Rhodes as a Certificate Authority

So I had this idea that Rhodes should become a certificate authority. We need a chained CA certificate, and then I can sign people's SMIME certificates and stuff.

Small services

There is a great need on campus for redunancy of "small" services. By small I mean simple, easy, but critical things such as DNS, DHCP and WINS. They're little things that can break a lot when they're missing.
